Important changes to Teaching and Learning Responsibility payments

There are changes to the way Teaching and Learning Responsibility (TLR) payments are calculated, particularly for part-time staff and shared roles. These changes are mandatory from 1 September 2026.

Traditionally, TLR1 and TLR2 payments for part-time teachers were pro-rated in line contracted hours. Under the new approach, schools can determine the value of TLR payments based on the proportion of responsibility the teacher actually undertakes, regardless of whether they work full- or part-time.

The reforms aim to improve fairness and flexibility in how TLR payments are awarded, especially supporting part-time teachers who undertake leadership or curriculum responsibilities. They also give schools more discretion to reflect actual duties in how payments are applied.

Changes in the IBC

A new recurring payment line has been created in the IBC, based on each employee’s current employment percentage, ensuring employees continue to receive the same monetary value from 1 September 2026.

Please note: TLR payments will not automatically adjust in line with hours worked and must be checked manually. Where the payment is incorrect, it is the school’s responsibility to update it.

Important actions

  • Schools must review these payments and amend them, where necessary, from 1 September 2026, using ‘Maintain Recurring Payment’ in the IBC, to make sure the correct percentage is applied. There is step-by-step guidance on how to do this in the document attached.
  • From 1 September 2026, TLR1 and TLR2 payments will no longer automatically pro rata in the IBC. When you process a change of hours for the 2026–2027 academic year, schools must manually review and adjust TLR payments using ‘Maintain Recurring Payments’ in the IBC.
  • Make sure your school’s pay policy is updated to reflect the revised TLR structure.
