New Interim Service Manager for School Effectiveness and Governance

Jeremy Masson has joined Oxfordshire County Council in an interim capacity as the Service Manager for School Effectiveness and Governance. This is a newly created substantive role, with recruitment for a permanent postholder planned for the Spring term.

Jeremy brings significant leadership experience drawn from senior roles in schools and multi-academy trusts. His background includes leading teams, shaping strategic direction, and supporting school and trust leaders to strengthen organisational effectiveness. Alongside his school-based leadership, Jeremy has worked as an educational consultant, supporting schools and trusts in areas such as governance, compliance, HR processes, and school improvement. This breadth of experience enables him to helps settings navigate both operational challenges and long‑term improvement priorities.

In his new role, Jeremy will lead the School Effectiveness and Governance Service, working closely with headteachers, governors, council officers and system leaders to ensure Oxfordshire’s schools are well‑supported, compliant, and equipped to deliver the best possible outcomes for children and young people. He is passionate about fostering positive working relationships and shaping services that are reliable, forward‑looking, and aligned with best practice.
