Briefing document - changes to EHCP top up funding & RAF rates

EHCP Top Up Funding (Element 3) Hourly rate increase 

Arrangements for 2024/25 Following agreement at Cabinet and via Schools Forum please be aware that with effect from 1 September 2024 the hourly top up rate for EHCP funding has been increased from £13.04 to £13.60 and Additional Funding (RAF) has been increased from £11.15 to £13.60. 

Practical Arrangements for paying increased hourly rate for Top Up Funding for EHC Plans and Additional Funding (RAF) for 2024/25 1) Early years settings (PVI’s): 

• From Sept 24 claims should be submitted at the new rate of £13.60 per hour 2) Early Years in Nursery schools and Primary
• Where Top up funding has already been paid for the period Sept 24 – Mar 25 the funding will be adjusted. The LIFT system will recalculate the funding paid for the period Sept 24 – Mar 25 and adjust it to the new hourly rate. 3) Secondary Schools
• As with previous years Secondary Schools will be asked to complete and return a spreadsheet with the details of the support hours for each individual with an Oxfordshire maintained EHC Plan
• The historic formulae and hours submitted will be calculated to get to a level of £13.60 per hour of support
