A guide to traded services from Oxfordshire County Council

We provide a wide range of traded support to schools and settings, organised and delivered by teams within OCC.

To make buying in to services easier, quicker and more user friendly, Education Quality are working with colleagues to bring together all of our traded services to schools. Our aim is to provide you with a single form through which you can book all of the services available via Education Quality.

The deadline for the form to be received is 5pm on 30 March 2018

If we don't receive a buy back form from you by the closing date, we will assume that you will carry on with the same services that you currently have, and your school will be charged accordingly.

Details of the services

Early Years

Oxfordshire Early Years supports all early education and childcare providers in Oxfordshire including day nursery, and pre-school staff, EYFS, Governors, Headteachers, owners and managers.

The Early Years Online Toolkit provides access to the Early Years online toolkit.

The Standard Package includes free access to the Early Years online toolkit, email and telephone support, access to three briefings a year and regular email updates relating to national and local developments.

The Enhanced Package includes all the features of the Standard Package but includes either three half day consultancy visits (with follow up reports) or three half day in-house training sessions (or a mixture of both)

Available to Maintained and Academy schools.

Education Financial Service (EFS)

EFS is committed to helping schools manage their financial activities effectively and efficiently, with the aim of raising school standards.

Available to maintained schools only as a bundle on a rolling subscription.

Educational Psychology

Works with children, parents and teachers and schools to promote children’s learning and development. The Educational Psychology Service is responsible for statutory SEN functions and also offers non- statutory Traded Services.

Days of support can be purchased to support your school in key areas and days can be purchased from school partnerships to reduce these costs.

Education Personnel Services (EPS)

Achieving the best educational outcomes for your school depends on your ability to attract, retain and manage talented teachers and school support staff. Find out more

Employee Assistance Programme

Providing a range of support to help staff deal with work based and/or personal problems, (previously known as Staff Care). Read more

Governor Services

Governor Services’ role is to help governing bodies exercise effective governance of their school. Our vision is to enrich the education of children and young people by equipping governors and clerks with the knowledge and skills to enable them to set consistently high-expectations and drive school improvement.

The Core Package: includes:

  • Governor Training package
  • Access to the help desk for advice and support
  • Access to an online tool kit

The training offers unlimited access for your governing body to attend governor training courses provided by Governor Services via the website.

Clerks Training Package provides unlimited access to training and to three briefings a year for all non-LA clerks. (NB: This is included for all LA clerks in the LA clerking offer.)

GovernorHub provides your governors and clerks access to the widely popular GovernorHub online system Find out more

Learning Link (previously known as GEL) is an eLearning platform provided by the NGA, providing online courses for governors and clerks.  Find out more

Modern Governor is an alternative eLearning resource with over 50 learning modules. Find out more

LA Clerking provides your school with a fully trained clerk to attend and support your governing body and committee meetings. Subscription options are attendance at 6 FGB meetings or 6 FGB meetings with 6 committee meetings. LA Clerking now includes access to GovernorHub as part of the subscription.

Oxfordshire Governors Association (OGA) membership enables your governors access to regular news and information provided by OGA as well as access to meetings and events. Find out more at Oxfordshire Governors Association.

IBC finance

An effective and efficient service for creditor payments, processing income, banking and managing cash. 

Available to Maintained schools only as a bundle.


Pay and Contract Support Services provides schools with the tools and support for all pay and employment related administration including new starters, pay changes, absences and salary claims. 

Available to Maintained schools only as a bundle.


The county council arranges insurance protection for schools to include policies for legal liability, personal accident, transport, buildings and equipment and engineering works. This insurance protects schools against the financial risk of unforeseen events. 

The Schools Buyback team will make contact with each maintained school to discuss opting in to Insurances and will advise of updated prices which relate to the rise in premiums. If you have not yet heard from the team, please do contact them at

Occupational Health

Occupational Health actively promotes good health in the workplace. It provides medical advice for managers to assist and support attendance at work, including new starter health assessments, rehabilitation, adjustments, sickness and management of health issues.

Office 365

This service, offered to both maintained schools and academies, will support your use of the Office365 Web email system and be there for you if you experience any issues.

OXSIT (Oxfordshire Schools Inclusion Team)

The team support leaders in mainstream primary and secondary schools to improve outcomes for learners who are vulnerable to underachievement. (SEN, Disadvantaged, EAL, other vulnerable groups). The Inclusion Consultants are responsible for school improvement for vulnerable learners, predominantly in supporting special educational needs and disabilities (SEND) and Gifted and Talented (G&T) practices in school, working with senior leaders and SENCOs. Read more

The Foundation Package includes regular news and updates about local and national developments and access to the resources section of the Inclusion Toolkit

Consultancy Packages provide bespoke support which includes support for all vulnerable groups including behaviour and EAL. These can be purchased as packages of 3, 4, 6,10 or 12 days of support. These also provide access to the resources section of the Inclusion Toolkit as part of the package.

Performance and Information Team

The Performance and Information Team, previously the Data Analysis Team, provides support in the collection, analysis and dissemination of a range of education data. 

Available to maintained schools only.

Schools Health and Safety

The Health, Safety and Wellbeing Team assists customers in meeting their statutory responsibilities by providing competent practical advice and guidance to create safe, secure and rewarding environments. 

Available to MaintainedAcademy and Converting schools.
