A guide to traded services from Oxfordshire County Council

We provide a wide range of traded support to schools and settings, organised and delivered by teams within OCC.

To make buying in to services easier, quicker and more user friendly, Learning and School Improvement are working with colleagues to bring together all of our traded services to schools. Our aim is to provide you with a single form through which you can book all of the services available via Learning and School Improvement.

Oxfordshire Education Services

Oxfordshire Education Services (previously named Oxfordshire Partners in Learning - OPL) is the newly named educational improvement services part of the Education and Learning Service, providing quality CPD and traded service offers to schools, academies and settings. The deadline for purchases  is Thursday 1st June 2023.

If we don't receive notification from you by the closing date, we will assume that you will carry on with the same services that you currently have, and your school will be charged accordingly.

Details of the services

Early Years

 

Oxfordshire Early Years supports all early education and childcare providers in Oxfordshire including day nursery and pre-school staff, EYFS, Governors, Headteachers, owners and managers.

The Early Years Online Toolkit provides access to the Early Years online toolkit.

The Standard Package includes free access to the Early Years online toolkit, email and telephone support, access to three briefings a year and regular email updates relating to national and local developments.

The Enhanced Package includes all the features of the Standard Package but includes 12 hours of consultancy visits/support/training. This can include a support visit or training session from an Early Years SEN Inclusion Teacher.

The Partnership Package provides access to the locked, web-based Oxfordshire EY toolkit and email and telephone support from a named advisor. This also includes three full days of EY briefings a year which are held in your local area or online - these are bespoke and designed for Heads and Governors (1st session); EYFSCOs (2nd session) and Teachers and Support Staff (3rd session).

Education Financial Service (EFS)

EFS is committed to helping schools manage their financial activities effectively and efficiently, with the aim of raising school standards.

Available to maintained schools only as a bundle on a rolling subscription.

Education Personnel Services (EPS)

Employee Assistance Programme

Provided by Vita Wellbeing, providing a range of support to help staff deal with work based and/or personal problems, (previously known as Staff Care). Read more

Governor Services

Our core service is free of charge for all Oxfordshire governing boards, both maintained and academies. We provide an advice phoneline, email help desk, online resources, Governor and Clerks’ briefings, one off training events and essential online training. GovernorHub online governance management system is provided to all maintained schools at no charge.

In addition, we provide enhanced training and clerking packages, for which there is a charge:

Governor Training

  • Governor Training – a subscription service providing unlimited access for your governing board to attend all live training sessions provided by Oxfordshire Governor Services during the academic year. Training is booked through GovernorHub, if you have access to it, or by contacting Governor Services via email governorservices@oxfordshire.gov.uk or phone 0330 029046.
  • Pay as You Go Governor Training is also available (please see Governor Services pages for details)

The Clerking Service

  • The Clerking Service provides Governing Boards with a professional Clerk, trained, and supported. The standard subscription provides the services of a Clerk for 60 hours per academic year which covers:
    • The Clerking of 6 full board meetings for the year (10 hours per meeting).
  • Additional Clerking is available to subscribers of The Clerking Service, enabling them to purchase additional meetings to meet their schools' needs
  • Specialist Panel clerking for complaints, exclusions, grievances, HR and disciplinary meetings etc is available for all schools at pay as you go rates
  • Clerks’ Training subscription provides unlimited access to training for all non-Clerking Service clerks.
  • Pay As You Go Clerks’ Training is also available for non-subscribers

GovernorHub

  • Access to GovernorHub – our recommended online way to manage governing board business. We can offer a reduced subscription rate to local governing boards and trusts who subscribe through Oxfordshire Governor Services Find out more

IBC finance

An effective and efficient service for creditor payments, processing income, banking and managing cash. 

Available to maintained schools only as a bundle.

IBC HR

Pay and Contract Support Services provides schools with the tools and support for all pay and employment related administration including new starters, pay changes, absences and salary claims. 

Available to maintained schools only as a bundle.

Insurances

The county council arranges insurance protection for schools to include policies for legal liability, personal accident, transport, buildings and equipment and engineering works. This insurance protects schools against the financial risk of unforeseen events.

Occupational Health

The Occupational Health Service to schools is provided by People Asset Management (PAM). PAM is an experienced public and private sector occupational health and wellbeing specialist, providing services to more than 450,000 employees across the UK. The company has many years of experience working to reduce absence and promote health and wellbeing in the workplace.

OXSIT (Oxfordshire Schools Inclusion Team)

The team of OXSIT Inclusion Consultants support leaders in mainstream primary and secondary schools to improve outcomes for learners who are vulnerable to underachievement (SEN, Disadvantaged, EAL, other vulnerable groups), improve inclusive practice and improve engagement in education. OXSIT Inclusion Consultants support the strategic development of inclusive provision in schools with a particular focus on early identification and improving provision for pupils at SEN Support by developing an effective graduated response that improves outcomes for learners. Read more

The Foundation Package includes regular news and updates about local and national developments via monthly newsletters and 3 x Inclusion Briefings a year, remote consultancy provision from a named Inclusion Consultant, plus access to the resources section of the OXSIT website www.oxsit.org.uk

Consultancy Packages include all the features of the Foundation Package alongside bespoke consultancy support in school. Consultants can work with leaders to develop, monitor and improve high quality, inclusive teaching and provision for pupils with SEND across the school, improve and develop SEND systems and processes e.g. provision mapping, Pupil Profiles, the assess, plan, do, review cycle and to develop provision for pupils with SEMH needs and behaviours that challenge and much more. A variety of Visit packages are now available to choose from. 2 half day visits cover Ofsted readiness, provision mapping, behaviour support and dyslexia. SEND Surgeries provides a more comprehenisive 3 half day visits. 

With online training becoming a popular learning method, the team are now able to offer tailored training packages. Content can come from already published courses, and can also include Neurodivergent learners and Inclusive classroms. Each training session tailored to the schools needs.

Schools Health and Safety

The Health, Safety and Wellbeing Team assists customers in meeting their statutory responsibilities by providing competent practical advice and guidance to create safe, secure and rewarding environments.
