Buying goods and services using self-service (IBC)

Introduction to buying

Goods and services are purchased through the online self-service system

Raising orders and making payments

Purchase orders should be created for all goods and services before they’re delivered and before suppliers send you an invoice. If there’s no purchase order, the invoice won’t be paid.

If you receive a VAT-only invoice, please scan and send it to ibctax@hants.gov.uk to be paid.

There are various ways to buy good and services and the purchasing guidance tool helps you find the best route.

The process for buying goods and services is summarised in these six stages:

  1. Identify the need
  2. eStore
  3. Approving a shopping cart
  4. Creating purchase orders
  5. Making payments
  6. Suppliers, procurement cards and Tax

Substitutes

All shoppers and managers must set up a substitute  for when you’re out to make sure actions, linked to buying goods and services, can be taken while you’re away.
