Dear Colleagues

Please see HSE Education bulletin dated Friday 4th September 2020.

You may be contacted by the HSE who are carrying out spot checks on schools.  This will take the form of an initial phone call to review the measures taken for reopening, to minimise spread of the virus causing COVID-19.  Please ensure that your full opening covid-19 risk assessment is complete and reviewed when necessary.

Competent Health and Safety Advice: The HSE may ask you who is your competent advisor, as this is a legal requirement.  All OCC maintained schools buy into the OCC Schools Health and Safety traded service.  Many academy trusts also buy into this service.

Duty holder: the person/people responsible for maintenance and/or repair of the school – typically, the employer. For community schools, community special schools, voluntary-controlled schools, maintained nursery schools and PRUs, the employer (and so the duty holder) is the LA.  Although health and safety budgets are delegated to schools in Oxfordshire, ultimately the LA has overall responsibility.  The employer for voluntary-aided schools is the Governing Body.  For academies, it’s the Trust.
