Charges for accessing sports facilities under Joint Use Agreements (JUA)

Joint Use Charges April 2017-March 2018

There are 15 sports facilities across Oxfordshire subject to a Joint Use Agreement. Schools near these facilities can enjoy priority access during the school term as a result of the arrangements that were made between Oxfordshire County Council and the City or District Council at the time that the facility was built.

Pool Hire Charges from April 2017

There will be a standard charge of £55 per hour for pool hire across all pools subject to a Joint Use Agreement. Schools should arrange for Swimming Instructors direct with the leisure providers. The table below lists the different arrangements at each pool.

Schools using the pools listed above are asked to return the form below to Sandra.higgs@oxfordshire.gov.uk by Friday 26 May 2017, so that charges for this financial year can be correctly applied.

Changes to Dry JUA Charges April 2017

11 Academies are collocated with leisure facilities under a Joint Use Agreement with a district council. All 11 academies continue to enjoy exclusive access to the dry facilities at the leisure centre during term time. Some of the facilities include a swimming pool used by primary schools in the area. Some of these facilities are included in the Joint Use Agreement.

Following changes to the school funding formula in 2013, it became necessary to change the way schools were charged for access to these facilities.

School Forum approved charges based on commercial rates for schools that use swimming pools, but requested us to consult individually with each school reliant on their exclusive access to the dry facilities, as each agreement is bespoke and unique.

Visits were made to each of the schools concerned and agreements were made about how to apportion costs of running the whole facility to the dry side only. Thus a percentage for Dry use was arrived at and schools have been charged this percentage of the total charge estimated and received from the district council each year. OCC has never reconciled the charges upon receipt of the actual costs from the districts.

Recently, running costs have increased in some centres and decisions have been made, without consultation to schools about repairs, maintenance and improvements. Actual costs have been considerably higher than estimated costs for some centres. This has resulted in increases in charges in some centres over and above what would be considered normal inflation. Schools have naturally challenged charges for improvements they had not approved or for areas they do not use. For centres where this happened, we have revisited the co-located school and renegotiated how the charge can be calculated more fairly removing any charges that apply to areas that the school does not benefit from but increasing the remaining charges by an agreed amount.

Individual schools will receive a Fact Sheet shortly, which sets out the proposed charges for exclusive access to dry facilities, for the coming financial year.
